“Mr. President, I rise to offer for the record the Budget Committee's official scoring of H.R. 2055, the Consolidated Appropriations Act, 2012, and H.R. 3672, the Disaster Relief Appropriations Act, 2012. H.R. 2055 includes the conference report to accompany Military Construction and Veterans Affairs and Related Agencies Appropriations Act, 2012, as well as legislation for the eight remaining appropriations bills. H.R. 3672 provides disaster relief funding and additional program integrity funding. H.R. 2055 is divided into nine divisions, one for each of the appropriations bills it contains. Each division will be considered separately for budget enforcement purposes. Each of the divisions of H.R. 2055 is within its respective subcommittee's allocation for budget authority and outlays. The bill is within security and nonsecurity budget authority limits established by the Budget Control Act. In addition to regular funding, H.R. 2055 includes $126.5 billion that has been designated as being for Overseas Contingency Operations.
