Can I ask, is there any way, in the Senator's judgment, that using estimates, which I think at least some of us see as the Achille's heel of what is before us because of our experience, bitter experience, with Gramm-Rudman which held out so much promise to the American people and failed so completely, is there any way in the Senator's judgment that that defect could be corrected and be workable?
