“I think it is absolutely bizarre that we have the budget before us and we have nothing to pay for the war in that budget. The reason given was that operations had not commenced. Well, operations have commenced. And not to set aside funds for the war makes no earthly sense. How can that possibly be defended? We are at war. We have already spent tens of billions of dollars on that conflict, and now to suggest we put our head in the sand and say there is nothing going on defies reality, defies common sense. I very much hope the amendment of the Senator from Wisconsin is adopted.”
