I don't see any way that, if we pass this bill tonight, this provision does not become law. In this bill, these 3,000 pages that have been put before us today and we are asked to vote hours later, that spends $388 billion, there is a provision that says the agents of the Appropriations Committee can have access to any tax return in the country and that there is no legal protection for them. That is the provision that is here. It has already passed the House of Representatives. If we pass this bill tonight and it goes to the President for signature, that will become the law of the land.
