I think it would be most unwise to have a situation in which the courts would have the final power of the purse, perhaps not to decide by line item the budgets of the United States, but as the Senator from West Virginia points out, they might find themselves in a position of ordering across-the-board cuts, they might be in the position of ordering across-the-board tax increases. Is that not conceivable?
