We met with a legal expert, a constitutional law expert from the Congressional Research Service, who told us that the statute that had been proposed by the other side to protect Social Security over time, phasing out the using of Social Security surplus funds by the year 2012, would not work. I had been advised earlier in the day by a budget expert from the Budget Committee itself, a constitutional law expert from the Budget Committee itself, that it would not work. We were advised later on that day that, in fact, that was the case.
