“I have been following this debate very carefully. I have found that one of the concerns I have about the amendment that is before us tracks very closely with the concern that has been outlined by the President pro tempore with respect to the question of the courts becoming involved. One of the things I have thought about is, as you examine how the courts handle issues of this complexity, it is conceivable to me that under the provisions we have provided in this amendment we might wind up having a determination of the fiscal 1994 budget in 1995.”
