I say to my colleagues, if you want to kill this bill, this is the way to do it. If your real intention is to eliminate the educational assistance for millions of young people in America, vote for this amendment. Everybody knows what is at stake. The Constitution provides revenue bills must begin in the House of Representatives. To begin it here violates the blue slip process, violates the Budget Act, and will kill this bill. All of us know the AMT has to be fixed. In the budget we have passed it is fixed. It will be fixed by consideration in the Finance Committee, which is where alternatives for fixing it should be considered. This is not the time. It is not the place. It violates the Budget Act. It violates the constitutional requirement for the initiation of revenue measures. I hope my colleagues will resist the Kyl amendment.
