this is a farm field in North Dakota. This is supposed to be a cornfield. You can see there is nothing there; it is devastated. This is widespread in my State. This picture is from Grant County, an alfalfa field, and you can see it is in a Moon state. There is nothing there. Let me just conclude by saying to my colleagues, this is an urgent matter. This is a response to a disaster. If we fail to act, the bankers of my State have told me we will lose 5 to 10 percent of the farmers and ranchers in my State. South Dakota is worse, and this disaster goes right down the center of our country. The time to act is now. I thank my colleagues, and I yield the floor. The PRESIDING OFFICER.
