I rise in support of S. 257. Although this bill is not as comprehensive or detailed as I would prefer, I have come to the conclusion that S. 257, as amended, sends an important signal of our country's commitment to defending itself from ballistic missile attack from a rogue state. As my colleagues are aware, I am an advocate for national missile defense, and have authored legislation that has advanced the NMD program. I urge the Administration to include funding in the budget that would allow for NMD deployment, and am pleased that $6.6 billion was added to the future years defense plan for this purpose. Increasingly, I am convinced that we need NMD sooner rather than later. Last July, the Rumsfeld Commission reported that several rogue states could develop an ICBM capable of threatening our country before we expect it. Recent missile tests by North Korea and Iran have confirmed the essence of the Rumsfeld panel's findings. I was disturbed by these developments, but have long said that we should be prepared before we are surprised. Our country needs to move forward aggressively with NMD. But because our NMD program does not exist in a vacuum, it needs to be guided by what I call three common sense criteria: compatibility with arms control, affordability, and use of proven, tested technology.
