What I have done is offered a deficit-neutral reserve fund that gives the committees the greatest latitude to actually fund it. Mr. President, 920, which is his offset, is oversubscribed, and if we go to conference with it, we will be dropped like a hot rock.

We admire that, and I can say on both sides of the aisle, people recognize the job he did as Budget Committee Chairman.
