here we have the American Law Division of the Library of Congress, which houses the Congressional Research Service, telling us this statute authored by Senator McConnell would be upheld as constitutional. That is the best advice we have available to us as Members of Congress. They are saying to us this statute would be upheld. Why ever would we go out and amend the Constitution when we have a statute that our own legal advisers inform us would be upheld as Constitutional. Why would we do that? It makes no sense to me. Not only does it make no sense to me, it makes no sense to veterans organizations.
