The amendment is as follows: (Purpose: To create a deficit-neutral reserve fund for addressing the long term fiscal challenges facing our nation, by creating a bipartisan commission or process to consider all parts of the budget, with everything on the table for discussion) SEC. __. RESERVE FUND FOR ADDRESSING THE LONG-TERM FISCAL CHALLENGES FACING THE NATION. The Chairman of the Committee on the Budget of the Senate may revise the allocations, aggregates, and other appropriate levels and limits in this resolution for a bill or joint resolution, or an amendment thereto or a conference report thereon, that would provide for the bipartisan leadership of the House and Senate to work with the President to establish a commission (or other mutually agreeable process) to address the long-term fiscal challenges facing the nation, provided that such commission or process-- (1) Addresses these long-term fiscal challenges in a manner in which both political parties are represented equally, and (2) Considers all parts of the budget by putting everything on the table for discussion provided that such legislation would not increase the deficit for fiscal year 2007 and the period of fiscal years 2007 to 2011.
