If he comes out, and Biden politically comes out and says, I`m going to solve this problem by opening up this strategic reserve... that there isn`t going to be a dramatic long term result as a result of that.

Whoever wants in these conservation programs should get in these conservation programs and up the ante and create greater incentives.
