this amendment will provide a sense of the Senate that we will provide some certainty to the American wind and other renewable industries by taking a look at the production tax credits and actually having a forward progress report so that they know exactly what the rules will be in the future, however short or long that may be. Every year, as we do the tax extenders, there are people waiting to find out if they still have a job. People in my State are waiting to know whether they are going to be put to work the next day or even the next week based on what this Congress does. It is so critical that we actually have predictability in this industry. This is a jobs bill, and it is an energy bill. I can't imagine anything more germane to the Keystone XL Pipeline than a bill that provides both jobs and certainty to an ``all of the above'' essential, which is wind. The PRESIDING OFFICER.
