“I thank my great friend from the State of Wyoming. Many of you have talked about the challenges you have in terms of seeing the flaring. If you want to stop waste, whether it is economic waste because of a lack of royalties, both Federal and State, or if you want to stop flaring and waste and do a great environmental thing, you will vote yes on this amendment. What this amendment fundamentally does is shorten the time period for pipeline easements across Federal land--easements where today it takes 2 or 3 weeks to get a private or State easement--which takes over a year.
