this is a very dysfunctional Chamber. Blind partisan hatred infuses, it seems like all issues, even something as we look back at a successful completion of a military conflict, an end of a series of atrocities against a people too horrible to fully contemplate. The preceding speaker is 100 percent incorrect in suggesting that this conflict created the humanitarian catastrophe unleashed by Slobodan Milosevic. The American people know what happened. The military action under the leadership of the President ended this humanitarian crisis and stopped the slaughter of a people. We ought to be proud as Americans for the role played by our military, the role played by our troops, the role played by our leaders, including President Clinton, and it might be tough in light of this partisan period that we are in to say so, but nothing less is deserved. The President provided leadership when leadership was needed, and the military conflict has been successfully concluded.
