It is fun for a change to participate in a debate on a bill that enjoys broad bipartisan support, improving the Social Security program that we have for our seniors. It is time we lift the earnings limit. We need to do this as part of a multifaceted approach at improving income in retirement years. This approach needs to include other activity by this Congress, activity where hopefully we would come together also in a bipartisan way to strengthen Social Security, making certain that it is going to be there for the long run, and coming together in a bipartisan way to help additional employers offer retirement savings opportunities for their workplace. Presently, only half the workers have retirement savings at work. We need to do better, and there are strategies introduced and supported by Members of both parties to get this done as well. Finally, we need to come together to add additional savings incentives, targeted specifically at middle-income and lower-income households, so that they might save for retirement. But back to today's bill. Today's bill really is for those that hit retirement years without enough savings already accrued.

The rhetoric is a little overblown against this bill, as it was the first time it was before us, as it was when we passed it on final passage. The fact is, this bill spends billions less than the last farm bill. This bill increases the…
