Let me put a personal face on this issue. This is my daughter Kathryn. On February 3, 1994, the very day that Mother Teresa addressed the National Prayer Breakfast about the importance of adoption, Kathryn arrived on a Northwest jet out at National Airport. My wife and I went out and picked her up. She has certainly deeply changed our lives. It is a miracle, an absolute miracle. Two years later we adopted a son, a similar blessed event. We love him just as much; I just do not happen to have a poster of Scotty. I hope he understands. This miracle has many composite points. As you look through them, really it is not a miracle; but it is a culmination of events, extraordinarily important events.

I believe that when it is a securitized issue spread around with no remote concept of insurable interest, you raise profound questions about whether or not this tax incentive ought to apply anymore.
