I rise to express particular personal gratitude to the chairman, to the chairman's staff, to the ranking member, and the ranking member's staff for all of the patience and time they have spent with me in understanding our problems and in crafting a bill that responds in a meaningful way to those problems. Mr. Speaker, we did not get everything we wanted. Certainly some of the funding limits and some of the limiting language we would have liked to have had something different. But in balance, I mean it, this really is a responsive and meaningful effort to help the people of North Dakota with the problems that presently plague them. I am very, very grateful for this effort and have enjoyed working with my colleagues in this regard. I urge support for the bill.
