Mr. Chairman, I would ask, what does it say about the United States and its NATO allies that we cannot take on a two-bit bully down the block? By allowing Milosevic to get away with his third brutal war in a decade, the United States and NATO will send an encouraging message to dictators, aggressors, and terrorists around the globe. It is therefore deeply regrettable, Mr. Chairman, that we are having this debate today. The slaughter that has been occurring in Kosovo is so deeply disturbing. If we look at the statistics, they are shocking. If we look at the individual accounts, they are even more disturbing. I have a 5-year-old daughter at home. When I read the New York Times account of the 5-year-old that was hunted down in her backyard and brutally murdered, and the photograph of her little shoes in the garden, it is something of a tragedy of a magnitude we cannot ignore.
