I support this legislation precisely because I believe it does represent some kind of industrial policy. Is it massive new Government intervention in picking winners and losers? No, nothing of the kind. It does not even resemble that. But it does represent, finally, an understanding in our country that we ought to find out what is important to us and try to help it.
