Let me say that it was not my intent to say that solving the issue of fluctuating currencies would solve the trade problem. You cannot solve the trade problem without addressing the fluctuation of currency values. There are many other issues--although the fluctuating value of currencies is a 500-pound gorilla issue, it is not the only issue. I don't mean to suggest that if you solve that, you solve the problems. There are more.
