Let us assume a captain of a Typhoon submarine goes half wacko somewhere out in the ocean and launches the entire supply of warheads on that submarine, which is 200 warheads, ICBM's, sea-launched ICBM's against this country. That is a rogue threat. There is nothing proposed by anyone, that I am aware of, nothing under any condition or any system or any bizarre scheme I am aware of that is going to protect this country against that large a threat, is that correct?
