I agree that there has been a concerted attempt to prevent legislation of this type from coming to the floor of the Senate under regular order. It is apparently not a priority. In fact, not only is this apparently not a priority but they have also deliberately attempted to prevent us from having the opportunity to enact HMO reform, the Patients' Bill of Rights, school modernization, and so on, because it is not something they want to do. I think this is a misplaced set of priorities.
