I expect he expected to come to the Senate from the House of Representatives where they have substantially different rules and be in a body where there is substantial debate. Probably a surprising discovery for him is a new trend here in the Senate of filing cloture motions on amendable issues in order to prevent amendments and shut off debate on the same day that a bill is filed in the Senate for debate. We have heard a good many Members come to the floor earlier this morning describing all the ills of the Senate to be laid at the feet of the President or the Democrats in the Congress. Frankly, it is not our interest, it is not my interest, I think it is not Senator Wyden's interest to impede the progress of the Senate in addressing the real issues that people want addressed. We are not going to roll over and play dead when we have people coming to the Senate saying to us, 'Here's our agenda. If you don't like it, tough luck. We're going to ram it down your throat and send it to the White House and demand the President sign it.'
