As a result of September 11, and other concerns about the broader area of energy security, the majority leader decided to bring to the floor the product of a number of different committees of the Senate working on this issue of energy security. This is about protecting America's nuclear power plants against attack by terrorists. That is part of this bill. That is part of energy security.”
