I am proposing $8 million be added to the Heart, Lung, and Blood Institute that I hope would be used for that purpose. The offset is from a corresponding reduction in the NIH buildings and facilities account. I believe that both the chairman and the ranking member, at the conclusion of my comments, will accept this amendment and for that I am grateful. It is undoubtedly true, as people watch the proceedings of the U.S. Senate, that many of us come to the floor of the Senate to talk about legislation that we think is necessary based on our personal experiences and observations. That has certainly been true with respect to a couple of issues I have worked on, including cardiovascular disease research. Madam President, I have a very personal interest in this, as others do.
