When we deal with legislation on the floor of the Senate, everyone here has a right, it seems to me, to come and offer amendments and have a debate on them. You have just filed two cloture motions to shut off debate on a filibuster that doesn't exist. This happens time and time again, and we are getting tired of it.

I just want to say that I am concerned about the court's decision in Carcieri and the impact it may have on those tribes that were recognized after 1934.
The fundamental problem found in the Dorgan report in 2010 and the findings now before the House is IHS, LEADERSHIP was failing then as it is failing now.
I know that everyone sitting at this table has a passionate desire to fix these problems.
It is a travesty! Further, it is a problem that will continue to have negative impacts for generations to come.
