this issue is not new. Is it not the case that this issue has been debated for some long while? President Clinton proposed in a State of the Union Address some long while ago this national goal of improving our country's education system by reducing class size; that is, reducing the number of students each teacher would have in the classroom, and decided there are sort of niche funding areas where we can play a role. It is true that most education funding comes from State and local governments. It is the case, and always should be, that those who run America's schools are our local school boards and those that make education policy in our States are the State legislatures. That is the case. No one suggests that ought to be different.
