The farm bill that Congress passed said we would provide a support price equal to 85 percent of the five-year Olympic average of the average price of this grain. Then they put an artificial budget restraint on it even though they promised that formula. Once again, the big print giveth and the little print taketh away. Despite the promise, they put an artificial cap on it. That means our support prices don't work. The promise doesn't offer real help and it doesn't offer protection. What we have proposed--and the President and others have proposed--is to get rid of the artificial cap and to give them what the big print said they would give them and stop this taking away with the little print. That is all this proposal is about.
