Let me make one final point. We have been stuck in reverse with respect to policy for decades. The Senate has spoken on this issue; 70 Senators said using food and medicine as a weapon is absurd. Let's change the policy. So we are going to have a vote today. I hope the vote today will reflect what the Senate has previously reflected on this issue. This is not about Fidel Castro. It is not about the Cuban Government. It is about being able to ship food as we do to every other country in the world with private financing: Iran, Libya, North Korea, China, and on and on and on. Except this absurd proposition that with private financing we cannot ship food to the country of Cuba. It makes no sense. Everyone in this room understands it and knows it and it is time to change it.
