Byron Dorgan: “We must recognize the tremendous risk and cost associated with every year that passes without protection in place.”

The fundamental problem found in the Dorgan report in 2010 and the findings now before the House is IHS, LEADERSHIP was failing then as it is failing now.

I just want to say that I am concerned about the court's decision in Carcieri and the impact it may have on those tribes that were recognized after 1934.

Now, we need to change. We need to do it quickly and effectively.

They need our help because we are the ones who made the promise and we are the ones not keeping it.
