“I say, Mr. President, to the Senator from Pennsylvania that I am aware that the Secretary of Education at one point talked about being very ginger with respect to waivers and the kind of flexibility I think is necessary. I do not have his quotes in front of me. But the point I was trying to make is that as States determine what their specific needs are, of course the State education authority is going to be in touch with the Department of Education to determine how the Department of Education is going to send down the rules, how they are going to enforce this. My understanding, at least, is that the Department of Education has indicated it is not going to be very anxious or interested in waiver policies. So the point I was trying to make--and I don't think I mentioned one-room schools. I mentioned small schools.”
