let me make an observation. I do not criticize the defect in the underlying bill. My hope is that the Senator will not criticize the identical defect in the amendment. What I have done, along with my colleague, Senator Inhofe, is offer an amendment that embraces exactly the same approach that is used by the Senator from Pennsylvania and the Senator from Iowa in funding the underlying bill. I take no exception to that at all. I am fully in support of that. Based on that, I hope the Senator from Pennsylvania will not raise a point of order against the amendment.
