“The point is that health care decisions ought to be made in a doctor's office or in a hospital room, not by some insurance company accountant 500 or 1,000 miles away. That is the point the Senator from Massachusetts is making. That is the point that is made in the underlying legislation dealing with a Patients' Bill of Rights. It is a critically important point. We ought to have been able to debate fully under regular order the piece of legislation called the Patients' Bill of Rights. I regret we have not been able to debate that.”
