Let me again explain this amendment. Six years ago, the Senate did pass an amendment that is slightly tougher than the one I now offer dealing with the issue of drunk driving. It specifically deals with the issue of open containers of alcohol in vehicles. We understand that nowhere in this country should someone be able to drink and drive at the same time. Yet there are still jurisdictions where that exists. The Senate has had a vote on this. When we previously considered this legislation 6 years ago, the Senate voted in favor of my amendment. It did get watered down in conference. My understanding is that the amendment would now be accepted, and I appreciate that. I have spoken twice on it and have fully explained it. I feel passionately about this piece of public policy. I thank Mothers Against Drunk Driving and all of the other Senators across this country who dedicate their time and commit their lives to try to do something to make a difference about drunk driving and save the lives of so many in this country who are at risk as long as there are people who are drinking and driving in the United States.
