“There are so many charts showing the deep red canyons, and that chart should have showed surpluses. Let us talk, for a moment, about these surpluses, and let us talk about this one. The year 2002 is the 7th year of a budget plan. In the year 2002, the Social Security system will have receipts of $103 billion that are greater than the need for expenditure in that year. I will ask the Senator from Wyoming a couple of questions about that. The first question is, Is this an accident, or is this part of a deliberate strategy to have receipts that far exceed needs or expenditures in that year? Is that a deliberate strategy or an accident?”
