But that is not what the language says. It says it is excluded unless the State defines it with a standard of strict liability. I am saying to you that there are 18 States that already have this with respect to electric utility cases alone. Are you saying, the way you have written this, those 18 States have already decided this bill will cover electric utilities? If that is the case, that is a remarkable change from what left the Senate.
