But, yes, the Senator is correct. I darn well expect to be able to offer this amendment. If I have to reword it, I will reword it. But I was trying to ask the question, Is this what you expected to try to prevent? You say we were just trying to deal with something that was 'relevant,' and that is a standard that existed for a long period of time. You know and I know that standard has changed over the last 20 years. I, frankly, am surprised this morning at this. I think a number of others are as well because I don't think this is what I thought relevancy was about. My amendment is three lines long. It repeals the base-closing round. If this is not what you intended to prevent, let me ask consent that you would agree this be deemed as relevant.
