But if the process is going to be let us do this in a way so when we offer amendments you second-degree them all, if we slam-dunk this bill--I am sorry, that is not the way this body works. Senators have certain rights. We have the right to offer amendments and we want them voted on. I would especially say on behalf of my colleague--I am sure the ranking member will say this on his own behalf--we have the right to do that and we intend to exercise that right. At the end, I think this legislation will be better legislation and will ultimately pass this Congress.
