“Let me say, the Senator from Texas, Senator Gramm, as always, makes an interesting and a challenging presentation. He is a very capable Member of the Senate. I will say, I listened with great interest. One of the areas I think where we want to discuss some disagreement is whether, as he proposes, the American people do not really understand the issue of trade. I think the American people do, in fact, understand the issue of trade, and that is precisely what is requiring and causing this kind of discussion in the U.S. Senate.”
