“I am not in a position to do that. Forty minutes a side is satisfactory. I have a number of Members who have asked for time to speak on amendments. We are trying to reach them. I understand the Senator from Pennsylvania has an interest in efficiency and moving forward, but there are a good many jobs that depend on getting these things right. This is an important amendment. I am happy to agree to 40 minutes a side.”
