Mr. Chairman, thank you very much. Members of the committee, it is nice to be here and nice to see all of you.
We have now reached the tipping point that requires, in my judgment, action by Congress.
It is well documented that Indian children are far over represented in foster homes, which is another cultural issue.
The question is not the endpoint. The question is what is the route to get to that endpoint.
