Is it not the case that in the other area--we have nutrition, conservation, and then commodities--area, commodities, which is the support basically for that which the family farm is producing, that is the area where we need the help? The Senator from Iowa has produced a piece of legislation that in nutrition and conservation has substantial increases, and we are trying to preserve significant help for farmers who are out there trying to make a living during collapsed prices. I ask, is it the belief of the Senator from Iowa that what we need to do is now make sure that we have a decent price support for family farmers during tough times, especially a countercyclical price support that kicks in when commodity prices collapse? Is that the Senator's intent?
