The Senator from Massachusetts is dead right on this issue with respect to the need to reduce spending for Federal buildings. I introduced, about a year ago, legislation here in the Senate calling for a 2-year moratorium on building projects. If we are going to reduce the Federal work force by 250,000 workers, we can surely reduce the amount of money spent on building new, elaborate Federal buildings. I commend the Senator from Massachusetts. We may need to make some modifications as we go. I also say that the new head of the GSA is a breath of fresh air, but we need to provide the strength to stop spending on new projects. If we are going to have a quarter million less people in the work force, we do not need all of these projects in the future.
