We assess the group has protected or regenerated key elements of its homeland attack capability, including: a safe haven in the Pakistan federally administered tribal areas, operational lieutenants, and its top leadership. Here is what it says. It says the greatest terrorist threat to our homeland is al-Qaida and its leadership, who even now are plotting attacks against our country and who have a safe haven in the Pakistan region.”
