“Mr. President, my colleague from Louisiana describes me as anxious. I will tell you what I am anxious about. I am anxious to have a Member of this Senate stop using a U.S. soldier and the promotion of a soldier as a pawn to meet certain demands. I am anxious never to see that happen again. I said when I started today that we have put $14 billion into New Orleans and Louisiana. I have been proud to be a part of that as chairman of the subcommittee on Appropriations that actually funds these issues--$14 billion. But I will say to my colleague, my colleague is fast wearing out his welcome with me and I expect the Corps of Engineers with this kind of behavior.…”
