This bill is the Homeland Security Appropriations bill which provides the kinds of protections that we need for the threats and attacks against our homeland. When I describe what the National Intelligence Estimate last week said was the most serious threat to our country, I described that that threat comes from those who will attempt to cross our borders. Therefore, this bill has border security.
