When you have a reservation such as the Standing Rock Sioux Reservation that I have just described, straddling North and South Dakota, and that reservation, the size of the State of Connecticut, has 9 or 10 police officers to do 24/7 law enforcement, it does not work.
Dorgan highlights the inadequate police presence on large reservations.
